Exclusive: Iran conflict to derail EU review of Israeli association agreement

The EU is unlikely to suspend its association agreement with Israel in the context of its current conflict with Iran. Sources familiar with the issue have confirmed this, as the EU’s external action service, the European Economic partnership service (EEAS), is reviewing its trade and diplomatic relations with Israel. These relations include Israel’s actions in Gaza and the West Bank as well as its blockers of food, fuel, water, and basic medical supplies.

On Monday, a majority of EU foreign ministers back a Dutch proposal to revise the bloc’s ties with Israel. This comment reflects concerns about whether Israel has violated Article 2 of the EU-Israel Association Agreement, a broad-ranging agreement regulating贸易 and diplomatic relations between both sides. During this meeting, the EU’s diplomatic corps, EEAS, has been reviewing Israel’s extensive trade and cooperation agreement. The purpose of this review is to determine whether Israel has engaged in violations related to human rights.

Importantly, two sources familiar with the issue have indicated that member states will not respond by suspending the agreement in all or even parts due to conflicting interests with Iran. Relations with Iran are a dominant concern, and the EU and other member states have expressed hesitation in suspending the agreement if such conflicts are persisted. “We can safely assume that the review will find Israel in breach of Article 2,” said a EU diplomat, emphasizing the need to establish openness to a ceasefire in Gaza. “The main matter of business is getting a conclusion in Gaza first and objectively reuniting the parties before addressing further topics.”

Premises have now slowed down in response to the ongoing conflict with Iran. “The pendulum has shifted back to support for Israel,” a source recently mentioned. “It’s unlikely the EU will suspend its association agreement due to the ongoing tensions with Iran.] The EU’s position remains critical, as a decision to suspend a portion of the agreement under qualified majority voting would require German support.
