The small Norman town of Thiberville, France, population 1,800, has been thrust into the spotlight by an extraordinary act of generosity. Roger Thiberville, a Parisian meteorologist with no known connection to the town beyond a shared surname, bequeathed his entire €10 million fortune to the municipality upon his death in August 2023 at the age of 91. This unexpected windfall, five times the town’s annual budget, has presented Thiberville with a unique opportunity to transform its future.

The news, delivered by a solicitor, stunned Mayor Guy Paris, who has served the town for 28 years. The sheer magnitude of the inheritance is almost incomprehensible for a town accustomed to operating within tight budgetary constraints. Fortunately, as a public body, Thiberville is exempt from inheritance tax, ensuring the entire sum can be utilized for the benefit of the community. Mayor Paris has emphasized the town’s commitment to responsible stewardship of these funds, promising prudence and careful planning to maximize their impact.

Roger Thiberville’s life and the origins of his wealth add another layer of intrigue to this remarkable story. Born in 1932 to a family of winegrowers in Mantes-la-Jolie, near Paris, he inherited the fortune from his parents. Initially bequeathed to his sister, the inheritance passed to Roger upon her death without heirs. Despite the substantial wealth he possessed, Thiberville remained in Paris and, according to reports, never visited the Norman town that now bears the weight of his legacy. His sole request in his will was a simple one: to have his ashes interred in Thiberville’s cemetery, marked by a plaque bearing his name. This humble request contrasts sharply with the transformative potential of his bequest.

The town of Thiberville, characterized by its 19th-century chateau and quiet Norman charm, is far from a bustling tourist hub or a place accustomed to national attention. Now, faced with the challenge of wisely allocating this unexpected wealth, the town has embarked on a careful planning process. Consultations with officials from the Eure administrative region, which encompasses Thiberville, are underway to ensure the funds are strategically deployed for maximum long-term benefit. The town aims to prioritize projects that address community needs and enhance the quality of life for its residents.

Initial plans for the bequest include addressing existing financial obligations and investing in essential infrastructure improvements. Repaying a €400,000 bank loan taken out to construct a new primary school is a top priority, demonstrating fiscal responsibility and freeing up future budget allocations. Beyond this, the town envisions a range of projects designed to enhance recreational opportunities and improve public services. A new public garden with a dedicated play area will offer families a welcoming space to relax and connect. A bowling green, shaded by photovoltaic panels that simultaneously generate clean energy, will provide a sustainable recreational option. These panels exemplify the town’s commitment to incorporating environmentally conscious solutions into its development plans.

Further planned improvements include energy-efficiency renovations at the primary schools, reducing operational costs and creating a more comfortable learning environment for students. The establishment of a centralized public services centre will streamline access to essential administrative resources for residents. Finally, the construction of an artificial football pitch will provide a much-needed all-weather sporting facility for the community. This diverse range of projects reflects a comprehensive approach to utilizing the inheritance, aiming to enhance various aspects of life in Thiberville. The town’s careful planning and commitment to responsible spending suggest that Roger Thiberville’s legacy will have a lasting and positive impact on this small Norman community.
