Europe’s Militaries Embrace Artificial Intelligence: From Experimentation to Integration

The era of artificial intelligence (AI) as a mere theoretical concept for European defense is decisively over. Across the continent, militaries are accelerating their efforts, moving rapidly from experimentation to the concrete integration of AI into core capabilities. This shift marks a fundamental transformation in how defense operations are planned, executed, and sustained. The recent “Brave Germany” programme, a joint initiative between Germany and Ukraine involving approximately 5,000 AI-enabled medium-range strike drones, is just one prominent example of this wave of activity. It symbolizes a broader trend of accords, projects, and contracts aimed at weaving AI systems into both decision-making frameworks and the weapons themselves, fundamentally reshaping Europe’s arsenal for the modern battlefield.

For roughly a decade, European forces have utilized AI in supportive, back-office roles such as human resources, logistics, and maintenance. Around 2015, however, the technology matured sufficiently to become a strategic priority. Today, investment is focused on two critical fronts: semi-autonomous weapon systems and AI-enabled decision support systems. Semi-autonomous weapons, like certain drones, incorporate AI for navigation and target identification, but crucially retain a “human in the loop” to authorize final engagement. Meanwhile, decision support systems apply AI to complex tasks like battle management, operational planning, and tactical analysis, helping commanders process vast amounts of data to make faster, more informed choices. As researcher Laura Bruun notes, even simple AI models can optimize processes—akin to using Google Maps to find the fastest route—but the ambition now is far greater, aiming to enhance lethality and strategic resilience.

Leading this charge are nations like France, Germany, and the United Kingdom, each pursuing distinct but formidable paths. Germany has signed significant contracts, notably with Munich-based Helsing AI, to build the AI backbone for its next-generation fighter jet program and to integrate AI into existing systems like the Eurofighter. The UK’s “Asgard” programme aims to create a digitally-enabled reconnaissance and strike network, and it has forged a deep strategic partnership with US company Palantir to bolster its AI capabilities. France stands out for its determined pursuit of “sovereign” AI systems, seeking independence from American tech giants. It has awarded key agreements to homegrown champion Mistral AI, aiming to ensure its military technology remains under European control. Concurrently, European institutions are funding collaborative projects through the European Defence Fund, including the development of a sovereign large language model and AI-enabled artillery systems, though experts like Professor Roy Lindelauf caution that the speed of rollout must match the urgency of the need.

The ongoing conflict in Ukraine has acted as both a catalyst and a practical blueprint for this European AI adoption. Ukrainian forces have pioneered numerous AI applications, demonstrating their utility in real-world combat. Their “Delta” system, a digital battle management tool developed with NATO, powerfully combines diverse data streams—from trackers to satellites—and uses an AI layer to analyze information, providing commanders with unprecedented situational awareness. The widespread use of loitering munitions, or “kamikaze drones,” which employ AI for navigation and target identification while awaiting human authorization for strike commands, has shown how AI can enhance operational tempo. Ukraine’s cooperation with Palantir on projects like “Brave1 Dataroom,” which develops AI based on actual combat data, provides invaluable, battle-tested insights. This direct battlefield experience is now feeding back into European projects, such as the EU’s STRATUS initiative for an AI-powered cyber defense system against drone swarms, which includes a Ukrainian subcontractor for direct field testing.

This practical experience from Ukraine is also pushing the boundaries of automation. Bruun points to a movement towards increased automation where systems can “finish the job” if communication is lost, reflecting interviews with Ukrainian commanders who view the human element as a potential bottleneck in targeting. The drive is to become more resilient and responsive. However, this evolution raises profound ethical and strategic questions. The current European focus remains firmly on human oversight—the principle that a person must “press the button.” Yet, as technology advances and battlefield pressures mount, the line between support systems and autonomous action will require continuous, vigilant definition. Europe’s journey is not just about technological adoption; it is about navigating the complex moral landscape of modern warfare, ensuring that its newfound speed and power are guided by responsible human judgment.

In conclusion, Europe’s military integration of AI represents a decisive and multi-faceted shift. It is driven by leading national initiatives, collaborative European funding, and the hard-learned lessons from the Ukrainian battlefield. The goal is clear: to enhance decision-making, increase lethality, and build sovereign, resilient defense capabilities. While the plans are well-considered, the challenge, as Lindelauf observes, is in the execution—organizational speed must meet technological possibility. As Europe moves from drawing blueprints to deploying systems, it must balance this imperative for speed with a steadfast commitment to the ethical frameworks that will define the future of warfare. The integration of AI is no longer a question of “if” but “how,” and Europe is now actively writing its answer.
