According to the new Global Tech Ecosystem Index from intelligence platform Dealroom.co, Europe possesses more of the world’s highest-performing tech ecosystems relative to its population size than any other region. This model of distributed excellence is exemplified in places like Cambridge and, notably, the Belgian city of Ghent. With a population under 300,000, Ghent ranks second in Europe among small cities, powered by an extraordinary enterprise value per capita. This is largely fueled by biotech champion Argenx, valued at a staggering €41 billion, and a vibrant pipeline of deep tech and life sciences spinouts from Ghent University. The “Rising Stars” ranking, which highlights emerging ecosystems on the move, is dominated by these dynamic regions. Zagreb, for instance, is now the fastest-growing tech hub within the European Union and ranks 11th worldwide—a remarkable feat for the Croatian capital. Athens, Sofia, Prague, and Vilnius follow closely, crowding the top of the EU’s rising star list. This surge reflects a palpable building of momentum, as these cities cultivate vibrant startup scenes from strong foundations in talent and increasing entrepreneurial ambition. Istanbul, too, earns a spotlight as the third-highest rising star globally, highlighting Turkey’s growing tech significance. Analysts are careful to note that this ranking reflects exciting momentum and growth from a smaller base, rather than an immediate shift in the global epicenters of innovation. Nonetheless, it paints a picture of a continent where technological ambition is flourishing far beyond its traditional western core.

This geographic diversification of tech vitality is one of Europe’s most promising assets. While London and Paris drive immense value and set the pace, the emergence of hubs like Ghent, Zagreb, and Sofia creates a resilient, multi-node network of innovation. This structure mitigates risk and taps into diverse pools of talent, local expertise, and unique cultural perspectives. In Ghent, it’s world-class life sciences; in Zagreb, it’s explosive growth in software and IT; in Kyiv, despite challenges, there remains a dedicated focus on sectors like electric vehicles.
